Send the Inspection Export Pack ZIP. Recipients open the free Pack Reader — no install, no account, no Python required. Hashes are checked in their browser; the brief text is never displayed. VERIFIED means the pack passed technical integrity checks (files present, hashes match, two-key review recorded, citation map clean when included) — not a legal opinion on merits or court approval.
